What is it?
(Enlarged photo)
Actual size (Adult average sizes 4 mm in length- not exactly to the size of photo)

Nasty small parasitic blood sucking insects, hard to kill, weak with high heat at 130F temperature.

How to prevent it?

Traveling?
Check your hotel, motel, dorm or any rooms that you are staying-check the side of the bed mattress for any infestation.  If you see any signs, call the hotel management and change rooms.
You got a bite? Call the management and file a report.  In most cases, medical treatment is not required. If you need it, using  an antiseptic lotion or antibiotic cream or ointment will be sufficient(check for more information for treatment either with your doctor or at Google Search.)
Put all your clothing, empty purse, hat, small size travel bags, either in a pillow case or a cloth bag and run it in the dryer at high heat for 10 to 15 minutes.  You can also use aerosol Beg Bug insecticide.
Inspect everything before you put all items back in your traveling bag before you bring it home.

Buying any used furniture?
Inspect the furniture thoroughly for any signs of bed bugs.

How to control it?
You have several options :

1: Call the professional pest controllers/terminators or cleaning companies who handle bed bug cleaning.

2: Do it yourself.  Check out for more information on how to control it at Google Search.
Options: Small area- Aerosol insecticide, and vacuum.
Large area-larger size liquid insecticide made for indoor use.  This could involve plenty of work in treating the whole house.  Before deciding to do it yourself, make sure to use insecticide that will not make someone sick.  There are options to purchase organic insecticides for safety of children or those who are allergic to any kind of chemicals, etc.
1: Remove all bed sheets, blankets, pillow cases, etc. off the bed and these should be washed in hot water.

2: If the area is more than a small area to treat with an aerosol can, use the gallon size product and spray with a pump sprayer (it must be able to spray a fine spray-almost a fine mist, but wet enough to wet the surface well).

Spray the entire area with insecticide (made for indoor use only).  *** Important to: read all directions carefully on the bottle).

Do not use liquid insecticide spray on wood furniture or other wood items that could be damaged. Remove all food items. For wood and delicate items, use aerosol insecticide to prevent any water spray damage. (Do not spray any electronic items).

Spray well into wall cracks, corners and edges. They hide between the cracks of the walls and etc.

3: Damp wipe area (areas where you want residue to be removed) with a clean dry towel after 5 to 10 minutes.

4: Use HEPA vacuum and vacuum entire floor and wall and pay attention to all crevices and corners. Remove top and bottom mattresses and vacuum thoroughly all corners and edges and floors under the bed and all furniture.  After vacuuming is done, remove the vacuum bag and dispose properly.

5: If the floor is carpeted, you should do a hot water extraction 1 to 2 hrs later.

6: Let the carpet dry.

* Check again within a few days to make sure that no eggs are hatching from the crevices.
* To prevent further spreading, it is better to treat the entire indoor areas of the house.
* Make sure to treat the source of the bed bugs, such as traveling bags, clothing, etc.

** Treat again after 1 to 2 weeks, if signs indicate that some eggs have hatched. Bed bugs incubation period is 10 days.
** Options for cleaning contractors:  Aerosol insecticide, liquid insecticide, hot steam cleaning, fogging, etc.
